Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by serving in a senior level position in the Recovery Unit of the Center for Preparedness and Response (CPR), performing the most critical and/or complex work in support of public health recovery, including plan development, providing training, actively participating in coordination of recovery operations after an emergency or disaster in the Medical Health Coordination Center, State Operations Center, Joint Field Office or other governmental emergency operations center as directed by management, in coordination with Federal, State, regional and local partners.

The incumbent works under the general direction of the Staff Services Manager I (SSM I) of the Recovery Unit. The Senior Emergency Services Coordinator, Office of Emergency Services (Sr. ESC) performs the most complex, difficult, and sensitive emergency management, emergency response, recovery, and planning work above the journey level. The Sr. ESC is independently responsible for significant, specialized emergency management projects related to public health recovery operations; serves as a lead person, team leader, and/or project coordinator on the most difficult and complex emergency management projects focused on recovery; formulates program and policy direction and alternatives, which are highly complex and select and develop methodologies for their implementation. The incumbent understands the recovery structures and resources of State and Federal partners.

Working Conditions


Telework Informaton

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.


Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The headquarters office location for this position is identified in the attached duty statement.

  • Knowledge of and experience with local and regional communities in California; including experience with or at local health departments
  • Knowledge of and experience with public health and medical disaster preparedness, mitigation, response, and recovery
  • Knowledge of Incident Command Systems (ICS), the Standardized Emergency Management System (SEMS) and The Recovery Support Functions (RSF
  • Able to work with and lead multi-disciplinary teams
  • Ability to communicate with and convene a large group of internal and external stakeholders, including state and local program representatives and senior department leadership
  • Possess excellent and effective written and oral communication skills
  • Ability to analyze program situations and develop effective courses of action to solve them

Statement of Qualifications (SOQ) Instructions

Describe your emergency services coordination experience in the areas noted below. For each, please include the position(s) in which you performed these duties and the start and end dates (month and year) of each position.

  • Working on emergency response projects in an interdisciplinary setting with substantial public contact. For example, experience as a command center lead with multiple state or local representatives, or medical/emergency personnel, for an emergency response project that included disseminating information to the public.
  • Preparing/writing, presenting, and implementing long-range plans, procedures and reports related to emergency management or response. Please explain in detail the preparation, presentation and implementation activities performed.
