Job Description
MSRC has an immediate opportunity for a Contracts & Procurement Manager (C&P Manager). The position is based in Herndon, VA and reports to the General Counsel. This is a hybrid position requiring three days per week in office and approximately 10-20% travel per year.
The C&P Manager is responsible for corporate contracting and procurement activities during routine business operations and emergency response activities and engages in extensive interpersonal interactions within the company and with external vendors, contractors, and others. The C&P Manager supervises three Contract Administrators located in other MSRC locations to ensure conformity to contract requirements, policies, and service levels.
ESSENTIAL FUNCTIONS
- Ensure MSRC’s contract and procurement activities comply with applicable laws, regulations, and MSRC policies and practices.
- Manage multiple aspects of the contracting function, including requests for proposal, contract negotiation and execution, internal communications, and ongoing contract monitoring.
- Lead and supervise MSRC Contract Administrators in the execution of their contract and procurement efforts, including lease management, ensure the team is supporting the organization in a timely and effective manner, and foster individual development objectives.
- Provide direct contract, procurement, and lease support to certain MSRC functions, including Corporate, Marine Operations, Communications & Remote Sensing, and Third-Party Services.
- Facilitate MSRC-wide programs such as the response contractor management program, vehicle fleet leases, and national purchasing accounts.
- Support the internal and external audit process for the MSRC functions supported by this position.
- Provide time-sensitive support during an emergency response, including negotiation and administration of contracts of an urgent need.
QUALIFICATIONS - Bachelor’s degree in business administration, contract management, or related discipline.
- Minimum of seven years of procurement, contracting, and lease management experience, including prior supervisory experience.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, SharePoint) and experience with lease management software (LeaseQuery a plus).
- Ability to analyze complex information and effectively communicate the analysis and impact to various audiences both verbally and in writing.
- Ability to work independently and effectively and positively interface with all levels of employees and management is essential. Applying appropriate attention to detail and sense of urgency is critical.
- The ability to safeguard highly confidential information, excellent organizational skills, and ability to prioritize multiple projects with coinciding deadlines are required.
- Possess and maintain a valid driver’s license with an acceptable driving record.
- Possess or obtain a Passport and Transportation Worker Identification Credential (TWIC).
- Ability to be available for emergency responses.
- Travel as required by business needs.
